Each firm knows only its own number. Edit prices before opening; they stay private until reveal.
Auctioneer
The procuring body runs the tender. During bidding it holds only commitments (opaque hashes); there is no key to open them early.
Public bulletin board
The append-only record everyone shares: a hash-chained log, no insider needed. After the award, re-derive the winner yourself, or tamper with an entry and watch verification reject it.
